Just wonderin' , are knob cuffs legal to use in a game?

I thought I read somewhere in the rules (and on this board) that it wasn't legal to add something to the bat except for tape? (This Appled to the Bat Jack as well)

Of course the way around that was to tape over it.

D'OH!

Does anyone have a link for that rule that doesn't allow for a knob cuff on a bat handle?

If that is the case, sorry for wasting everyone's time.
