Bold above... Not necessarily. A hitter wants to track the ball as long as possible before committing. TTB, by my definition, allows a hitter to create barrel acceleration quickly. Fine tuning can still occur. I don't know a single person on this site that promotes turning the barrel before tracking the ball.
A rigid object can be whipped if it's attached to the end of the whip. Does the body not whip the bat through the zone in a good swing? If not, then I don't understand how bat lag works

Anybody who has faced a pitcher throwing 90+ (60+ in softball) who has a good off speed pitch will tell you that they are trying to A) wait as long
as possible to launch and b) once they launch be all in at go..you don't meter your swing once you launch.
If this the definition of whip you are using: "to take, pull, snatch, jerk, or otherwise move very quickly and forcefully" then yes I suppose one "whips" the barrel.

Probably a better description is that the bat gets whipped. It is the tip of the whip.
