Once having lost contact with the pitcher’s plate, the pivot foot may trail on the ground but may not bear weight again until the pitch is released.

The difference in the language of the NCAA ruleset is what should sink her.
That right foot is definitely "bearing weight" after she "hopdrags" from the plate, and before the stride foot plants.
This, a field Ump should be able to see and call in real-time.

The ASA ruleset relies on the determination that she gets a second push. That is too hard to call in real-time.
Unless blatantly obvious - like an outfielder throwing to HP...

USSSA rulset simply outlaws a "replant" which I supose is the same as the NCAA "bearing weight"? But could be interpreted and landing on a leap.
Also harder to call in real-time if she maintains contact with the ground and doesn't get completely airborne.

It is not that it is hard to call, the evidence is clear that the decision has been made to not enforce the rule. Consider this - Of all the innings pitched by SEC pitchers, so far this season only 10 IP's have been called. Barnhill alone is good for several dozen a game yet nothing. Between the strike zone, the illegal pitching, and the home team umpiring the game has become a joke. The only concern for the NCAA and SEC are the TV ratings, same as any other theatrical event or reality TV show.

I'm waiting for the SEC to start advertising WWF style for the pay per view Walton-Fagan rematch
