What he said! Part of this is due to poor posture with her upper body bending towards 3B and her hips out to 1B a bit so that they are not in position for her arm to get the brush. Look at how much straighter and in line Sara and Jenny's hips and shoulders are. One coach told us to imagine your shoulders, mid torso, and hips are 3 boxes stacked on top of each other and that they should be perfectly lined up at release.

You are locked on the palm down at 3. That is only part of IR. Your first video showed a kid who was doing no IR. In this video, your DD is flipping her palm over way, way too late.

The whole IR checklist is:

1) Hand behind the ball at 12
2) Hand under the ball at 9
3) Hand behind the ball at 6
4) Palm down at 3

You have to look at those 4 points to determine if the IR was correct.

Generally, you are approaching this wrong. Get her hand behind the ball at 12 and under the ball at 9, and her palm will almost certainly be down at 3.

Isn't the hand behind at 12 and under at 9, or am I missing something? And then at 6ish leading with the pinkie?

Yes but back to sort of the original question, if she’s leading elbow down with palm up at 9 and getting to pinkie 1st just before 6, what needs to happen between 6 and 3? All the things I’ve read on here is that you get that far and it just happens. If it doesn’t just happen, what is the queue? She had one lesson with a tincher coach and she mentioned skipping rocks, although I’m not sure she picked up on the issue.

The elbow isn't really leading at 9, it's flexed, which is better than straight, but not leading. There is a good deal of rotational flexibility between the hand and the elbow, you can lock the elbow and have the hand pointed up or at the ground.
