While I can find agreement with your statement....one of the biggest challenges is fields and availability of fields. At least in our neck of the woods. The local Park and Rec has their own fields but also an agreement with the School District so..... fields are hard to come by. AND the P&R has some rules that really limit and almost prohibit TB teams/clubs from regular use. USA Tournaments etc have no problem but for regular practices, scrimmages and friendlies they are almost all locked up.
