ASA - When does a Pitching Motion start?

Not sure if this is the right question.

DD has gotten into the habit of placing both feet on the plate with her pitching hand behind her hip(with the ball), bringing her hands together, then doing her full pitching motion. Just a habit not trying to fool anyone, you can tell when she is starting to throw a pitch.

Is this illegal? Someone told me it is because the ball passes her hip 3 times.

What if she steps backwards off the plate with both feet and the hands are still together? ;)

Then she has legally disengaged. Once the hands are together, any motion to pitch without delivering the ball would be illegal. Once the hands are brought together and separated the pitcher must deliver the ball.
