At 12:00 for a right handed pitcher; Wrisr should be in-line with the lower arm. Ball facing third base.

You want the transition / rotation in the shoulder socket to be smooth and NOT a fast jerking motion when going from having the hand on top of the ball (bringing the ball up in front) to the point where it is in whichever position on the back half of the circle. You want the rotation in the shoulder socket as easy and smooth as possible because that very stressful on the shoulder socket itself.

I hope that explanation makes sense.
