In “straight” rules, it allows you to get some more players involved. In “bat the roster” tournaments that is negated.
I’m like @marriard — during summer/fall ball I typically cover it in my plate meeting because it is something that changes from tournament to tournament. When I do, it isn’t a question. It is ”If you chose to use a courtesy runner, you can use (insert rule of the week here).” Then we are on to the next point.
Now, if we are talking IHSA/IESA (NFHS), then no, I don’t cover it in my plate meeting because it doesn’t change.
