Yes.

There's no requirement for the pitcher to make a full arm circle.

Cant say anything about LL rules, but no other rule set makes any requirement that the pitchers arm go full circle on the delivery. Rule merely states the delivery must be below the hip.

It is legal in LL. I have a girl, that I knew last year, that uses it.
