Scoring....who gets the loss?

A friend called mine and asked me how to score this. Tie game in the top of the 7th and his pitcher is pulled with R3 and no outs. New pitcher gets 2 K's and 2BB's. She then throws a wild pitch to allow R3 to come home. Next batter pops up to end the inning with visitors now up by one. Home team doesn't score in the bottom of 7.

Which pitcher gets the loss? I'm thinking the starter gets the loss because it was her runner on 3 that scored the winning run even though the reliever got an error on the wild pitch for an unearned run.

Thoughts?

Unfortunately for the starting pitcher, she is the one that will be credited with the loss.

9. A relief pitcher is the losing pitcher if she is the pitcher of record when the
opponents go ahead and stay ahead the rest of the game, NOTE: When
determining the score of the game when a pitcher is replaced, include runs for
which the replaced pitcher is charged even if they have not yet scored

Have a question regarding who gets the loss. A pitcher starts the game and gives up 3 runs before they get two outs. She is replaced by pitcher B. The score is 3-0 until the third inning when pitcher B gives up 3 runs. Score is 3-3. Pitcher B then pitches the rest of the game and gives up more runs and their team loses. Who gets the loss? Pitcher A who gave up the first 3 runs or Pitcher B who pitched to a tie game and then gave up the remaining runs.

Once the game is tied up the pitchers currently in the game become the pitchers of record.

The determining factor is pretty simple. Who is the pitcher of record when the winning run is scored? Doesn't matter if pitcher 1 gives up 20 runs. Once her team gets to 20 and they lose 21-20, the pitcher who gave up run 21 gets the loss. Pitcher of record is responsible for any runners she left on base prior to leaving the game, but no matter who pitched how well, the pitcher in the circle when the other team scores the winning run gets the loss. By the same token, the pitcher of record when her team scores the winning run gets the win. She may have only come in at the end of the previous inning and thrown one pitch--if her team scores the winner in the next inning, she gets the win. Not always fair, but consistent. It gets really interesting when a coach is swapping the same two pitchers multiple times in a game or inning.
