New team's coach's approach to pitching to slappers

My girls team is nearly all 9th graders who go dark for Spring except for her, shes only in 8th grade. So she will be playing with a different team within the organization and pitched for the new team last week.
My girl gave up 4 hits through 5 innings and all 4 were to slappers (I hate slappers) which is odd because she normally doesn't struggle with slappers.
Her normal team uses arm bands but where I sat with this new team I could hear the coach say what pitches he wanted and that was relayed in to the catcher.
Against the slappers the coach was calling everything outside.
On the ride home I asked my niece how she felt she did and she said that she didn't like pitching the slappers outside, her coach had always throws drop or rise balls inside against slappers. Then at her pitching lesson her pitching coach made the same comment, that you want to pitch slappers inside.

Are there 2 schools of thought on how to pitch slappers?
Do you think this coach called pitches to the strength of his usual #1 and is getting to know my niece and her abilities?
Should I ask the coach about his approach towards slappers?
Does anyone else like to throw outside pitches to slappers?
