Not sure on the pitchers stride foot on that outside pitch. Does the whole foot have to stay in the pitching lane, or just part of it? Interestingly, differnet rules for leagues...
ASA: Both feet must be on the ground within the 24-inch length of the pitcher's plate.

So, is the NCAA on USSSA? I honestly don't know... maybe someone has the rules for it, but, if it is ASA, I'm amazed this didn't get called out by a bench coach.
