While your pitcher is not doing anything illegal - she has 20 seconds from receiving the ball to pitch, it can become annoying if she is taking significantly longer than the average pitcher. Most tournament games are timed, so any delay can annoy a coach - especially the ones who are behind on the scoreboard!

I'm not sure if you realize it but the pitcher only has 20 seconds..........Oh nevermind......

The rule book used to say that if a pitcher performed ANY part of her motion while NOT in contact with the pitchers plate it was an illegal pitch........

USSSA rule set makes it illegal to simulate pitching with or without the ball when near the pitching plate.
