I can't speak for coaches who may or may not teach leaping, I'm sure there are some. Why wouldn't there be? There are plenty of pitching coaches teaching HORRIBLE mechanics so it stands to reason that some may be teaching leap too.

Personally, when i learned how to pitch it was not with a jump, leap or crow hop. I pushed with my legs and tried to use my body, without understanding that true power comes from the legs. (I was 10 years old). As I got older, I started to more with my legs. There is a difference between jumping off the rubber and BUSTING off the rubber with power. I didn't become the pitcher I did until I learned the latter.

Personally I think it's the natural evolution that pitchers have taken to adjust to the bats/balls of today. Some will say they want scoring in the games, the pitchers don't want that so they adjust to prevent that. Bottom line, IMO, the rules for pitchers have to change.
