Stride foot position at landing

Maybe I'm backwards. I think of a landing foot pointed right at home as zero degrees, and one pointed toward third as 90.

So trying to figure out if the pitcher from FSU is throwing and illegal pitch each time. She is constantly planting her foot outside the lane / pitching rubber width. What is the call?
