If a batter tips the ball and it glances off the catchers glove and is secured between the knees (so the glove or hand is not touching the ball) is it still a foul tip?

No, it is a foul ball. By definition a foul tip is:
FOUL TIP: A batted ball that goes sharply and directly from the bat to the catcher's hand(s) or
glove/mitt and is legally caught by the catcher.

It CAN be a foul tip...depending on what happens next.

This ball was touched by the bat. It did go sharply and directly (I assume- you didn't explicitly state this part) and touch the catcher's hand/mitt before touching anything else.

So far, this batted ball has met the first part of the foul tip definition. The only part remaining is the requirement for "a legal catch".

Once all of the other requirements have been met, the "legal catch" needs to meet the exact same definition of "a catch" that is in the rule book for any other batted ball. In other words, the catcher cannot use detached equipment and the ball can't touch the ground, a wall a fence, the batter or the umpire before being caught. Finally, the ball must eventually be secured and held in the hand or mitt.

This ball wedged between the catcher's knees hasn't yet touched the ground, or anything else other than the catcher. If it is subsequently secured in the hands, then it meets the definition of a legal catch. At that point, it would become a foul tip.

The foul tip rule doesn't require the ball to be caught immediately, the first time it touches the hands/mitt. It just has to touch the hands/mitt FIRST. It can then rebound off th ecatcher, or touch her, and a legal catch can the be completed to satisfy the foul tip rule.
