Runners on 1st and 2nd, no outs. Batter hits pop up. Ump calls IFR batter out. Pop up hits catchers glove in fair territory , lands in fair territory and spins into dugout. What is the awarded bases.?

Fair ball...batter is out.

A batted ball that deflects off of a fielder and goes out of play is a two base award from the time of the pitch.

Runner on second is awarded home, runner on first is awarded third.

Let say the runner on 1st al ready got the 2nd base. Then the fielder mistakenly throw the ball into dugout. Is the runner will awarded to 3rd or the runner will awarded home?

(Sorry for bad English).

On a thrown ball it is 2 bases from the time of the throw. If the runner from 1st had already touched 2nd when the throw was released, then the award would have been home. If the runner had not reached 2nd, then it would be 3rd.

It is two bases from the runner's location. On a batted ball which leaves playable territory under it's own impetus, it is from the time of the pitch. If it is on a throw or a batted ball which is deflected out of play with the defender providing the impetus, it is from the time of the release of the throw (or in the latter case, the contact of the defender which caused the ball to enter DBT).

Speaking ASA

When a throw goes out of play or becomes blocked, the runner is awarded two bases forward from the point at which they are standing at the time the ball was released by the fielder.

If a batted ball deflects off a fielder, the runner is awarded two bases forward from their location at the time of the pitch
