Blocking the plate

Can a catcher block the plate when she has the ball? Had an issue in my 12U game where the ump said that by rule she could only have one foot on the plate and had to make a swipe tag.

As far as I know, once she has the ball, she can block the plate.

However, I would want to see her up the line a little rather than with her feet on the plate. That way there can't possibly be a toss-up on whether the tag or touching the plate came first. DD had one recently where she brought the runner's slide to a dead stop and when the dust settled, the runner's foot was still about 6" away from reaching the plate. Runner can't win that one unless the ball comes loose.
