Wow, that's an interesting one. I don't think it would be as long as she keeps her right leg in contact with the ground the whole time and pitches with the right foot forward. As soon as the right foot lands and the left foot moves forward you can be called for establishing a second push-off point, which is illegal.

Unlikely that you would meet both conditions though. If the right foot moves first you'll probably pick it up off the ground. If you don't that will be a really bad position to throw from.

I got a question from my friend. Is illegal if right-handed pitcher step forward (from the pitcher plate) with the right leg first instead of the left leg?

There is nothing in any rule requiring a pitcher to use a particular foot as the pivot.
