So I've watched a couple scenarios play out.
Some of these are by State.

The USSSA director for TX.. I've looked at a team that won like 100% of the 38 or 43 games in "B" and had 50 % win percentage in "A" games played and hadn't been moved to "A".

That tells me that the TX Director wants a TX team to win TX State Tournaments and possibly bring home a National Championship in "B".

Other State directors seem to move any team winning a tournament to "A".
So depending on the team pool size for a respective area that could be good or bad.

Every classification should have a number one team that is the best in C,B. In bigger markets moving teams is a good thing. Trying to do that in limited markets could essentially end a teams season as previously mentioned. Not all teams can travel out of state looking for competition every weekend. Fund limited.

IMO there should not be C level tournaments. Make all the C level teams play B. Bump the top 25% of the B teams up to A.

I am honestly not sure we so many people play USSSA tournaments. USSSA has such short time limits that I refuse to play any of their tournaments. Elite Select is a little different.
Your solution fixes absolutely nothing. There should absolutely be C tournaments. Something needs to be done about sandbagging, but that doesn’t mean taking away classifications because the teams don’t register where they should.

In Kansas I heard they are going to make everyone register B, and if you want to play C you have to petition to have your team reclassified. Depending on your rosters experience, they may or may not reclassify.

that is how Illinois works. You register as B and then need to email the state director and he looks at roster and can move to C. That said, I have no idea how often teams are told they must stay B?

This is how it was done in PA as well. When I had a rec all star team that became a first-year 14U team after Little League was done I reached out to the director and was able to get placed in C. Once we won 2 tourneys at that level we bumped up to B.

In the NE most tournaments are OPENs so doesn't really matter what you are registered as. To be honest i am not even sure why they bother with the A/B/C designations. DD plays on a B team. We beat A teams. It's just a letter with no meaning when it comes to USSSA. I guess i can see reason for Nationals but besides that it's pretty meaningless.

There are few USSSA tournaments around here that have A or B designations (OKC challenge being the best) but in general that is how it is here in OK. The state tournaments have A or B but typically there are barely enough teams to make the A worth playing. There are some C tournaments.

NJ is same, you register as B, and have to petition/appeal for C. and you must have at least I believe 11 on the roster as well (so no taking a group of 7 or 8 and bring in studs as GP). and I did see one team this spring get told they could no longer play C because of # of tourneys they won, but they appealed and won to play a C Nationals.

I guess I get this at 12U and 10U, but once you reach 14U, if you aren’t playing A level, why are you wasting your time and money?
I've never ever understood this type of attitude... Sports are a wonderful place for all kids to learn valuable life skills. So why should we restrict sports to only the "best" and most "talented" kids. If a kid loves playing softball, then encourage them to do so. Even if they have zero to no chance of making a college team or their high school team.

The levels do matter, IMHO as C level tourneys are ran differently - at least they were when we played in them 4 years ago. There are usually only 2 pool play games vs 3 as it is not expected that C level teams have the pitching depth that a B or A level team would have.

this has been my experience as well. not something I like. how are you going to develop girls and get better playing less?
