He didin't say if the ball hit the hand first or the bat first, but either way it is a dead ball, the outcome of which is a strike on the batter.
The quote first mentioned the crow hop which is an illegal pitch. If the batter swings and hits the ball hands first, it would be a dead ball strike but the batter would be awarded a ball because of the illegal pitch penalty. If the batter makes contact with the bat and not hands, it would be a delayed dead ball. The coach of the team at bat would then be given the option of taking the result of the play or the penalty for the illegal pitch. You wouldn't want to penalize a kid that hits an illegal pitch out of the park.
