stopping hip rotation at contact

Help needed. Got a problem going on with a hitter whose approach is solid through to touch. Hips do a good job early and a bat drag problem is getting better. However, at just a shade before contact the problems arise. The hip rotation stops and the htter actually rises the whole body slightly and the front heel lifts off the ground almost i unison with the back heel and the shoulders completely take over at this point and actually surpass the hip rotation. At contact the hitter's back and front leg form an A. He makes good contact but, inside pitches are naturally giving him fits. I need some good drills/cues/whatever.
