Always a fun time and a humbling time for those on the clock. Calls you expect don't happen, ones you didn't expect call early and a few out of leftfield call build the rapport fast.
What does this mean? Is there a hidden language that only a few know?

Didn't read anything hidden within those comments.

How I read it to mean is

There are going to be some people who in a timely fashion on September 1st are going to get contacted.

There are going to be some people who think they will get contacted who will NOT get phone calls/ no emails/ nothing.
AKA humbling for them.

And then there can be some colleges contacting out of the blue.
AKA contacts that no one thought would happen that do.

Accurate feedback!

Yeah, that was the case. We are in CST. My plan was to sleep until 11:45 last night and then stay up until 1 am-ish but then our recruiting coordinator told us that East Coast teams can reach out earlier. So we were awake by 10:50 pm...lol. And this is correct, we got emails from EST between 11 and 12.
There are still places in the states that don't do daylight saving time?

Yup. Some places in Indiana and Arizona don't follow it.
California voters were asked if we wanted to get rid of that. Then in one of the largest ever accumulated citizen responses overwhelmingly voted get rid of it,
but yet 🙄...

There are all sorts of studies about how the time switch of light and day screws up people's body rhythms and sleep. Let's get rid of that!
