Anyone familiar with fingers down, tight to body, start turning the ball at your back hip, release at front hip with ball coming off the pinky last, and elbow pointed towards 3rd?

One thing I have learned with this change up at least for my DD, if you do not use your legs (extend hips) you throw it to early and it's hard. The later release and spin takes the speed off.

A good change-up involves nothing more than a method to shut down the whip action. This can be accomplished a hundred different ways and the key is finding the method and cue that works for your pitcher.

Throw water at the catcher, open the jar, squeeze the ball, freeze your wrist, and on and on. The point is the shut down the whip while keeping the majority of the arm action the same.

One thing to keep in mind is a percentage of speed taken off is much more important that the raw number of MPH taken off. There is such a thing as a change up that is too slow.
