I believe that they are saying that when a runner is on 3rd base and they are going to try to make it home on the play (bunt, suicide, etc). they should watch the angle of the ball coming off of the bat before making their sprint home as opposed to waiting for the ball to actually hit the ground and then starting running. It gives them a fraction of a second of an advantage.

If they are watching the ball come off the bat of a bunt and see the angle of the ball going up... then it could be a pop out for the easy double play. If they watch the angle and it is going down, then they gain that fraction of a second advantage (in theory).
