Most likely, the players who's teams made it that far are players who were recruited by some of the top programs in America. That goes for pitchers and hitters. Most of those teams would beat mid-major D1 teams. Are they Oklahoma? Nope and no other teams are. Still, those players most likely played at a very high level in TB and, for whatever reason, decided to go DII.
