What constitutes a "B" team?

Girls’ Class B Fast Pitch. Teams and players who participate in
Class A tournaments, or higher, that lead to a National Championship
Finals, shall not be eligible to participate in the Class B competition.
Girls’ Class B teams must be made up of players who participate in the
same league.


Basically, a B team in Junior Olympic ball are supposed to be local, not travel ball players.

funny thing is, eaxctly no one here in the midwest follows those rules.
basically this is how it works here...

team is formed, the coaches either think they have a C,B or A team. they sign up for their first few tournaments and see how they do. some are correct in their assesments, some not. some change or get forced to change levels, some -who might be getting their brains beat in, stay in that level despite the beatings. those teams dont stick together long.

I've always wondered what constituted the "same league". Around here league play is mostly by town, including chartered Little Leagues. Some charters are one town, some as many as 4. Now the definition of town can mean many things. Some say towns are by zip code, some say by school district and some say by "township", ie. where taxes are paid.
