REC Softball going by "BABE RUTH SOFTBALL RULES"?

Anyone,

The rules for our local REC league's state that anything not specificly covered via our "local rules" will go by Babe Ruth softball rules. Would anyone be able to tell me what the Babe ruth softball rules are for "Legal Bats" that can be used at the 10U level? (has to be a "softball bat", cant be longer then XX", has to read BPF 1.XX..........?)

Also what is the penalty for using a bat that is not legal?

From the 2012 Babe Ruth Softball Rules and Regulations book: The bat shall not be more than 34 inches long, and not more than 2 1/4 inches in diameter at its largest point.the bat, in its entirety , shall not exceed 38 ounces in weight.The bat shall be marked "OFFICIAL SOFTBALL" by the manufacturer. A one piece rubber grip and knob combination is illegal. Section 1.10 in rule book. As for the penalty it will be up to the umpire in chief.
