Preturn = Speed Killer???

I have read from various sources that advise against a preturn of the foot before pushing off the rubber. I watched a youtube video of Ueno from the side and it looks like she does a preturn before her final push. Does anyone have strong thoughts on the preturn and why? For/against is welcome.

I don't look at the turn itself as a good/bad thing, other than a piece of the bigger picture. If there is a slight turn and everything else is in good shape--I don't touch it. If the turn is part of an of an exaggerated effort to get open, then it is addressed, but along with the whole body.

Video her sprinting at the camera. Note how much toe out she has. Limit her pitching to that degree of turn.
