To have catcher obstruction, you have to judge that whatever the defense did prevented the batter's opportunity to hit the pitch. If the ball stops rolling halfway to the plate, or you don't think that it had any chance of reaching the plate, you can't rule catcher obsruction (ie: you have judged that the there was no opportunity to hit the pitch in the first place).
