Pitcher re-entry

P1 starts game.
P2 relieves P1 on mound and in batting order

When P2 comes up to bat, she is subbed out for a better hitter.
Before going back on field, P2 is subbed back in for the girl that batted in her place.

Legal?

If Im following your post correctly, yes it is legal. Every player has 1 re-entry. P1 started the game and was subbed for by P2. When P2 came to bat, she was subbed for by another player, and P2 was subsequently re-entered when they came back out on defense. All legal moves, just that now the team has 3 players all locked into the same position in the batting order. P2 has used her re-entry and if subbed for again cannot re-enter the game. Both P1 and whoever the player was that batted for P2 both still have re-entries left and either player could re-enter that position, or, any legal available sub could also be inserted into that position.

One thing you might want to consider is having P1 and P2 be the DP and Flex. Then they are interchangeable for one another as many times as necessary, and only one of them has to bat.

Not completely correct. The DP and Flex positions can be interchanged any number of times during a game, but the players in those positions cannot. If the DP or Flex are used to replace one or the other, the player being replaced has left the game and must use a re-entry to come back into the game. Just as with any other substitution, that particular player can leave and re-enter once. If they are replaced again another available substitute would have to be used to go back to 10 players in the lineup.

It was my understanding that only the starting pitcher can re-enter back in that game as the pitcher. I was concerned that once P2 was subbed out, she could no longer re-enter to pitch. Are there any rule sets that do not allow a relief pitcher to leave and come back in the game as the pitcher?

You are confusing defensive position changes with lineup changes. The only time a pitcher cannot return to pitch is when they are removed because of a rules infraction such as a coach using more than the allotted number of defensive conferences. A pitcher removed for a violation cannot pitch again during that game, but can play any other defensive position. NFHS does have a rule that a pitcher may only be removed and return to pitch one time per inning, other than that the rules are the same as ASA.

The pitching position is a defensive position just like any other on the field. Any player currently in the lineup can be moved into that position at any time, and, any legal available substitute can enter into that position at any time. There isnt even a requirement in most rule sets to report defensive position changes, NCAA is the only rule set I am aware of that does. As long as the rules of substitution are followed, any player can be the pitcher or return to pitch at any time other than what I described above.
