At what point if “engagement” is the look back rule rescinded?

IMO, when the pitcher raises the ball above her elbow she is making a play and the look back rule no longer applies.

As a coach or umpire, what are you expectations to when LBR ends?

Raising the ball is making a play. It's both an "action by the pitcher intended to cause a reaction from the runner" and it's part of the exception "a fake throw is considered a play." Both quotes from NFHS.
