How high?

DD hits a little foul popup with so much backspin on it that it hovers at eye level above home plate for a second before it drops. Catcher catches it. Umpire calls it foul tip, strike 2. Is he wrong? How high does it need to go before it's a legit foul out?

Foul tip goes sharply and directly from the bat to the catcher's hand or glove and is subsequently caught. Based solely on your description, that's not a foul tip and I'd have an out there.

What Eddie says! A foul tip goes sharply and directly straight back on contact with the bat. Any other batted ball not in fair territory is a foul ball. There is no minimum height requirement. The umpire observes whether or not there was a change of direction to determine the difference between a foul tip and a foul ball. In your dd's case, it should have been a foul ball out.
