Last weekend my DD was pitching she hit the batter, the ball goes to the backstop. The catcher slowly retrieves the ball after the ump calls dead ball because she hit the batter. The batter then takes off for 2nd......I've never seen this. I figured when blue calls dead ball the play is over just like a foul ball. Batter made it to 2nd base safely.

Did we have bad umps or an uninformed dad.

Once the batter was hit, the ball is dead. Once the ball is live, the runners can advance within the rules. This doesn't sound like the case. She should have been put back on first based solely on your description of what happened.

Yes, and the same applies to all existing runners on the bases at the time of HBP as well. Remember, you should know the rules because most 8 and 10U levels are a training ground for umpires who don't know all the rules.
