Does that mean it's ok for a recruit to practice with the team and be evaluated on campus but not ok for coaches to scout players at clinics and camps where they are working?

I'm looking at D2, but the quote comes from the D1 guidelines.

It means D1 coaches can only recruit at high school events. They cannot attend travel ball tournaments or showcases. During the evaluation period, coaches are permitted to work institutional camp only, at their institution or at another institution.
