Leaping is legal as long as the drag foot drags stays on the same plane as the ground if there is a hole in front of the mound.
As a technicality, leaping as it is defined in the rulebook is not legal. What you are describing above is not technically leaping. Leaping is when both feet are in the air and higher than the level plane of the ground.
