Is this a rule in Little League?

I've seen it enforced twice, and once was in All-Stars, but no one can find it in the rule book.

Is this a rule in any other rule sets?

Never heard of such a rule in Michigan or anywhere else for that matter.
But I'm a few years removed from interaction with Little League so may be it's new.

I seen that, or variations of that, in some local rule sets.

Our umpires know the real but get tied up on the local rules some times. They umpirer different local rules and get them mixed up sometimes. Always have printed copy of local rules.

Local rec rules around me state variations of this:
12U-11* A pitcher must be removed if she unavoidably hits 3 batters in the course of an inning. She may return to pitch in later innings, but if she hits another batter that pitcher must be relieved from pitching for the remainder of the game.

It's not in the local rules. We were all given copies of the local rules prior to the season to avoid disagreements. "If not covered in the local rules refer to LL Rulebook" was the directive.

I coach in a league (not Little League) that if the pitcher hits 2 batters in an inning, she has to come out and sit a complete inning.
