I do not know why not.

Only rule I know of outside hand was uniform could not be same color as ball and I think they even have backed off that.

Not here.
Can't find the ruling on this. Can a pitcher use a antiperspirant on forearm to prevent sweat coming in to contact with hand

Apparently, it's not working under the armpits.......I'm guessing it's an illegal substance. Wear long sleeves/sleeve.

The applicable rules for USA Softball (formerly ASA) are 6A-6-A and B

To paraphrase: (A) a defensive player shall not use any foreign substance on the ball, pitching hand, or fingers. Powder resin or other approved drying agents are allowed.
(B) A pitcher shall not wear any item on the pitching hand, wrist, elbows, forearm, or thighs that in the judgement of the umpire, is distracting to the batter.

Since the antiperspirant is on the forearm, the only issue I could see if it dries with a white color, that could be considered distracting.

How would umpire ever know unless you put it on in front of them? We had a pitcher on daughters teams that actually put it on her hand to keep hand from sweating. Obviously not in front of the official.
