When a runner leads off,
Throwing behind them going back to the same base. 1st, or 2nd, or 3rd.

Example:
Runner on 1st leads off,
Not stealing to 2nd.
Catcher throws to 1st base.
Tag is made apon returning to 1st base.

I get it now! Picking off runners when they're trying to retreat.
