Depends on how they are determining seeding... It is done differently by org, region, tournament, pool set up, etc.

In a Florida USSSA these records would be considered the same and the next criteria would be considered.
Normally you will find something like the following on the org or tournament site:

Florida USSSA Fastpitch uses the following criteria to detemine seeding:
1) Winning Percentage
(Win = 2 points, Tie = 1 point, Loss = 0 points)
NOTE: 2 Ties = 1 Win (Florida USSSA Fastpitch)
At this time, the USSSA online system does not recognize
2 Ties as the equivalent of 1 Win; Florida USSSA does
2) Head-to-head if 2 teams are tied with same winning %
No head-to-head when 3 or more teams are tied in seeding
3) Fewest Runs Allowed
4) Most Runs Scored
5) Coin flip

If it's based on winning percentage than 1-3, if it's based on points for example 1 win = 2 poins 1 tie =1 point 2 ties equal a win then it needs to go to the next tie breaker. Every tournament is different and their seems to be a lot of posts on this from this past weekend.
