Sounds like shes most likely missing upper arm brush, and as a result her elbow collides and her spin is gyro or bullet...
Try this: at 9:00 get the scaps to load. Puffed out chest, and arms drawn back a bit. Over-exaggerate in drill settings. This will get her upper arm on the back half of mid line. By doing this, the release will be closer to 6:00 and will prevent a premature I/R and she'll get better back spin.
Secondly, really get that posture 20 or so degrees back of vertical, this will also aid in preventing the elbow bang

PC always talks about two circles on the rise. Big circle and small circle, her small circle is long sometimes.

I don't advocate different "footwork", but a coach has given my dd a good mental picture to use. He says imagine your hip position if you were stepping uphill with your stride foot and that is the hip position for the rise. Of course the opposite for the peel drop.
