The young lady looks like she is doing a lot of good things, and looks very sound for a 10 YO. I do not think it is not legal, but I don’t know for sure.
In my unprofessional opinion, I think the hesitation is not the best of interest for her mechanics. My daughter 17 YO has never been taught this in her pitching motion, but we used it in her over hand throwing, which developed a hesitation in her over hand throw which affected her throw, took time to fix.
I would be concerned about doing a great many of these IMO it could cause a hesitation in her motion.
