Pitcher swap/entry question

A team has 9 players in the lineup. Pitcher 1 starts the game. In inning 2 pitcher 2 moves from OF to P and pitcher 1 moves to OF. In inning 3 pitcher 1 comes back from OF to P and pitcher 2 moves from P to OF. In inning 4 can pitcher 2 come back from OF to P again? Does the re-entry rule apply here since neither pitcher 1 or 2 was taken out of the lineup just position swapped? Playing under NFHS rules.

The above is legal. Re-entry applies to subs only and there have been no subs here; just position changes.

You can change your pitcher every inning and within an inning; in NFHS and USSSA rules a player may be removed as a pitcher and returned as a pitcher once per inning, provided the return as a pitcher does not violate either the pitching, substitution, or charged conference rule.

USA/ASA you used to be able to return a pitcher as many times as you like within an inning; I don't believe they have changed it.

One other caveat, a pitcher returning to pitch in the same inning does not get any warm up pitches.
