NSA rule on hit by pitch on the hands

Played NSA this past weekend and player was hit on the back of the hand while out of the strike zone. She made her attempt to move and was hit. Walks to the coach shaking her hand and umpire calls foul ball.
I've looked for the ruling but came up with no clear rule.
What's y'all's thoughts?

The rule is that the batter's hands are treated the same as if the pitch hit her arm, leg, head, or any other part of her body.

Quite often, when a pitch hits close to the hands, it's tough for the umpire to see exactly where it hit. I've seen it happen fairly often where the ball hits close to the hands, but hits the bat first, then hits the hand. In that case, it really would be a foul ball.

Your coach needed to clarify with the umpire why he ruled it foul. If he says it hit the bat first, then that is a judgment call and there's nothing you can do about it. But if the umpire tells you something like, "I called it foul because the hands are part of the bat", then you have a gross rule misinterpretation and a protestable call.

So, if you get hit in the hands by a pitch that would've been called a ball, even if in the act of swinging, that would be a HBP? So the act of swinging is irrelevent, but it's a question of whether the hands are in the strike zone?

No, MT73 was adding onto the fact the batter hadn't swung at the pitch and had tried to avoid getting hit.
Was she in the act of swinging the bat?
No she was ducking down and back to get out of the way, hands stayed up.
As long as her hands were not within the strike zone it is hit by pitch.

If you swing it is a strike/foul ball. At that point whether or not you get hit is moot.

If you get plunked by a pitch that was a called strike it is a dead ball, no HBP.

Which is why going to the back of the box and putting your toes on the line is a really bad idea. :)
