If your DD is playing under NFHS rules, the hitting stick definitely should not have been out of the dugout. With our umpires, not even IN the dugout during the game. The only thing the on-deck batter should have is a bat, and the only thing she can do is dry-swing. Nothing is supposed to go on the field that is not legal game-use equipment.

As far as the on deck circle is concerned the batter is allowed 2 bats and can use a certified Bat wrap on one or can use a legal warm up bat and a regular bat. As far as I have heard, using more than 1 bat and having a bat wrap on it can hurt your power. On deck should be use to attempt to get timing with the pitch, not to tire the batter out swing a ton of weight.

I don't know of a rule that would apply to this situation. I think it is crazy but if the umpire doesn't think it is considered an offensive time out I don't know what you could do. That would be my approach if I thought the other coach was gaining an advantage with this technique.
