Eliminating the runner advancing on an illegal pitch was supposed to get umpire's to call it since the majority claimed the penalty was too harsh. I knew it wouldn't change a thing, illegal pitching is just as rampant as it used to be. The new excuse is it's just being nitt picky to call those infractions.

That's my take, too. While the rules are in the rule book, they need to be enforced.
