scenerio. 1 out, runner on 1b, batter hits a swinging type bunt up first base line. pitcher fields it tag runner with ball in glove, ball pops up in air on tag about 1-2', pitcher re-catches ball, no attempt to re tag or play at 1b. Umps ruling was out on the tag.

clearly loss of ball control on tag, and runner should be safe. correct?

That's one of those "had to see it" things. We are only going by your description which, to be honest, will always be slanted toward your player. Not bashing on you, that's just how it is.

USA describes a "TAG" in Rule 1 (Definitions) and part B of that says,
Touching the runner or batter-runner with the ball while securely held in the hand or glove.

The ball popping out can be an indication that the ball was not held securely at the time of the tag and the runner should be called safe if the umpire judges that the ball was not held securely at the time of the tag and that is left entirely up to the umpire's judgement.

To play the devil's advocate - who's to say that the ball wasn't held securely at the instant of the tag and the runner relaxed the grip in an effort to start the transfer in order to get the next out.

Basically - umpire's judgement - had to be there.

Agreed. It's still the umpire's judgement. An overwhelming majority of the time on a tag play at a base and the ball is on the ground you are getting the safe call. Same on the swipe tags and the ball comes lose. No matter what, though, it relies entirely on the judgement of the umpire who is making the call.

"On the transfer" ... here's a little hint on how I judge "on the transfer" ... a ball being transferred does not pop out of the glove, it comes out of the hand. If a bare hand wasn't the last thing holding the ball, there wasn't secure possession to make the transfer.

I figured your devil's advocate situation was going to have to do with the runner's actions. :devilish:
