This is used at clinics by Howard and Bustos.

Materials.
I used thin wall white pvc. That is what slid into each other at the store. Could not get the thicker stuff to do this.
I believe you can go to a plumbing supply and find the gray pipe to do this, it would be more durable.
I used:
17 inches for 3/4 were paddle attach's
21 inches of 1/2 the piece that slides into the 3/4

One hole drilled into 3/4. Multiple holes drilled into 1/2 - 1 inch spacing. Draw a Line down the 1/2 inch piece and drill holes down the line spaced 1 inch apart.

First hole when both pieces are together - it is 26 inches long. Drill together then take apart for the rest. Just make sure the holes are straight down the pipe. So device will get longer from there.
I used a push pin with ring attached. They also have them at lowes and home depot.

Go to the lumber section were you will find dowel rods. Find on that fits in the half and one thar fits into the 3/4. They will be 3-4 foot long

Cut 4 inch piece and glue it in each end. Attach paddle and ball. I used a jugs light flight ball for mine. So the devise would be light and not top heavy.
