NCAA rules are completely different than any other softball rule set, and the way the rule is written and their approved ruling do not even agree with each other. NCAA rules say they have dead ball appeals, but if the ball goes out of play there is no way to appeal per the rules until a new ball is put into the game. But, the wording put into the game is not neecessarily live ball. Approved ruling states ball must be made live e again. So in other words there is no possible way to make a dead ball appeal in NCAA after the ball goes out of play until the ball is live again.
