What rule set, besides LL, lets you wear a helmet without a facemask? What about the chin strap? What is the penalty, if the batter does not have a face mask?

NCAA and isf are the only rule sets I am aware of that the batter isn't required to have a facemask. As for chin strap I don't think any rule sets require it anymore, asa just dropped the requirement a while back. There really isn't a penalty, the batter simply cannot come to bat without a facemask and if a pregame equipment inspection is done by the officials any helmet without a facemask would be removed from play.

LL Srs (13-18) had players without masks on their helmets during the televised game last week. I think they were from Puerto Rico.
Right. LL does not require them.
